Republican presidential candidates must decide if they are with Cheney or Schwarzenegger on global warming.

Will the Republicans running for president take concrete action to address our climate crisis? Or is their environmental rhetoric just more hot air?

The week before Christmas, Vice President Dick Cheney dealt a serious blow to state efforts to protect the environment by limiting tailpipe emissions.

Despite a unanimous recommendation from EPA staff, the agency -- most likely on direct orders from Cheney -- announced it was blocking a California plan to put cleaner cars on the road. It did this by denying the state and its Republican governor a Clean Air Act waiver.

Three court rulings earlier this year gave the EPA a clear path to approve the waiver. The EPA has never previously denied a waiver to the Clean Air Act. Until now.

This is not just about California. Sixteen states have already passed or are close to passing the standards rejected. Iowa, where the first presidential contest is being held January 3, is currently considering adopting the rules.

Tell the Republican presidential candidates to take a stand and answer the question before the Iowa caucuses: If elected, would you order the EPA to allow states to fight global warming?
